A result of this technique

1. First of all, open the image you want to use.

2. Add a new layer and fill it with Black.

3. Now, apply Filter>Noise>Add Noise, using the settings you can see in the screenshot below.

4. Next, use Filter>Brush Strokes>Angled Strokes, with the settings below.

5. Change the blending mode of the layer to Screen and zoom in to notice changes (I had to zoom in because the resolution of my image was really high; you can also create the rain layer separately, and then resize it according to the image you want to add rain to).
