Here’s what we’re going to learn how to create today - a “neon light” texture!

Are you ready? Let’s hit the tires and light the fires!

1. Create a new document, using any resolution you want. Below, you have my settings.

2. Select a light blue shade to use for the foreground, and a dark blue as background color.

3. Now, apply Now, go to Filter>Render>Clouds, and apply this a few times, until you get some clouds that you really like.

4. Next, use Filter>Artistic>Paint Daubs, and the settings below.

5. To create a seamless texture, you can use Filter>Other>Offset, with the settings below.

6. At last, use the Smudge Tool to blend the edges where a seam can be noticed.
