open a document, create a new layer, choose the smallest pencil and keep a dot in layer1,next Ctrl+A, Alt + L I H next press Alt + L I V, the point where it is now is the center point, save this in action and have function key to repeat when ever you need. where this is an exact way without thinking about maths and seeing rulers, percentage are what ever it may be</description>
