Learn how to create high speed effect.

1. Open your image.

2. Use the Polygonal Lasso Tool and make a selection around your car.

3. Copy the selection (Ctrl+C).

4. Go to Filter>>Blur>>Motion Blur and use the following settings:

5. Now create a new layer, paste the selection, and go again to Filter>>Blur>>Motion Blur only this time set Distance to 20.

6. And you’re done. It should look like this:
