If an image is so out of focus you can’t recognize anything, no amount of sharpening will make it as tack sharp as a properly focused image. Rather than trying to focus out-of-focus areas, consider defocusing unessential image areas even more. This will fool the eye into thinking that the out-of-focus areas are sharp.
1. Duplicate the background layer twice and use a high Gaussian Blur on the lower layer.
2. After activating the topmost layer, which is a duplicate of the original file, select the couple with a feathered Lasso tool. After reversing the selection, create a layer mask to allow the blurred background to show through. Using a layer mask on a copy of the original lets the blurred background show through.

3. Then duplicate the masked layer again and sharpened slightly. To bring out fine details, also selectively sharpen the eyes, necklace and flowers.
The visual difference between the very blurred background and the sharpened couple makes the image look as though it was intentionally composed and photographed to have this attractive soft-focus look.
